XF 2.1 Guest can not view member profile

I have "View Member Profile" set to Yes for the unregistered / unconfirmed user group yet the guest is unexpectedly prompted to login / register when the guest attempts to view some members profile. Example: Guests can access this link without a login / register prompt https://www.jdelist.com/community/members/zoltan_gyimesi.198/ but not this link https://www.jdelist.com/community/members/ian-mac.59129/


What am I missing?

The member has set their profile privacy.

Thanks. That's causes an SEO issue because it is being reported as a broken link.

It does not.

It returns a 403 status code, which is the correct code.
