XF 1.5 GDPR compliance issue: 'disallowed text in user name' setting

We used to get registrations with accounts that have the word 'deleted' or 'anonymous' in it. Therefore we have blacklisted these terms for registration.

We received a GDPR account deletion request for an account with post content. So I would like to rename the account to either 'deleted user 12345' or 'anonymous user 12345'. But then the 'disallowed text in user name' setting kicks in and blocks the process.

I think only the admin/staff should be able to rename accounts to 'deleted user'. Users should not be able to pick this username themselves.

That seems to work under XF2. I added "deleted" to the blocked list and renamed my test account to "deleted". Sadly, no 1.5 installation running atm so I can't check that there.
