XF 1.5 Fresh Install

Im going to completely redo my site and do a fresh install, is it possible to keep the user's and threads but completely remove the Database, or am I able to make a new database for the fresh install then copy over the tables for the User's and Threads?

That is not usually supported. A new install and new database would be completely blank. Bringing over those items would require running an import (in the Admin CP) from the old database to the new one.

It will present you with all of the import modules. You don't have to run them all, but some depend on others and so they won't all be selectable until you run the requisite modules.

So in addition to users and threads you would need to run usergroups, userfields, nodes, and thread prefixes.
