    Couple of things jump out at me. The first is the very top post (guidelines in the Administration forum) isn't actually that friendly, it's a long list of things you should not do and warnings you can be banned or edited for any reason. This type of content does not support your notion of "free thinking".

    Second, I am struggling to get my head around the point or theme of your forum - it needs explained for new visitors and laypeople.

    My suggestion and this is just an opinion so feel free to ignore it, is to rename the Administrative forum to "About Freeratio and community guidelines" or something more welcoming, then have a pinned WELCOME or ABOUT post that shakes people's hands, welcomes them, encourages them to post the things you do want, then stick the "Do not do this and do not do that" at the end rather than the top :)
