forum is censored

So on of my forums has been censored in one country by the government for unknown reason. Im not quite sure what to do to make them left the ban. My question is would changing the IP address of the forum be an option to evade the ban?

That depends on the type of filter the country is using but it's likely that they block your site by the domain name or block both the IP and the domain name.

Personally, I would overthrow the government.
