Fixed Force Terms & Rules conflicts with Password Security lockout

In the latest beta of Xenforo,

1. Create a new account, lock it out to user change password, ensure forcing ToS is on.
2. These required actions will conflict, creating a long URL, resulting in apache errors for URL length at the standard apache configuration.

Thank you for reporting this issue, it has now been resolved. We are aiming to include any changes that have been made in a future XF release (2.2.0 Beta 2).
