When a Floating Notice Is Dismissed will it

It can be restored by admins, or the user can restore notices themselves in their preferences

The Date Criteria tab can be used to set an after and before time, which will define a window.

I mean set up floating notice to show one time per day with option dismiss. But if user dismiss notice will show the same notice next day.

No, that's not possible.

If you're dedicated enough you can go in each day and click the "Reset Notice" at the bottom which will make it re-appear even if a user dismisses it. I'd assume that'd get mighty annoying though for some users
