XF 1.4 First Post or Thread to be moderated or set for approval.

Yeah. I am having an issue with a human spammer that is creting new threads and posting ads. i think the best way to stop it is to set the thread to moderator status. I tried searching and found a resource that costs 5 dollars. but its outragous to pay 5 dollars for such small addition. its extortion!

I hope that by now such option exists so I can prevent new usrs creting spam

You can do that using the permissions, user groups and user promotions, all built in.

That has always been possible, since the first release of XF, so I'm not sure what the add-on does over and above that.
