Extra registration requirement/privilege for accessing certain forum nodes

My forum has a public and a private node. Currently, I would have to manually grant access to each user to give them privileges to post in the private forum. I want to be able to give access to licensed professionals and they all have a unique number given to them by a government database. Is there a way to enter in a database of licenses/names so that they can request additional privileges by verifying their name and license number?

You may be able to use a custom user field and a PHP callback.

Otherwise it would require custom development or manual intervention.
