At first sight it seems odd to have these functions in a separated area instead of integrated like the normal moderation functions. Are you considering to integrate this more closely?

It's somehow set like the Thread Reply bans you know, almost same way of integration.

Im not using the thread reply bans. The standard place for user moderation tools is on profile. To ban or warn a user we go to profile to click on the icon there. Or if we have moderation essentials installed we do it from member card.
The space in the moderation bar is limited and many addons add important functionality and moderation queues to it. I dont see the value to have the user moderation tools there.
Consider to make that optional and add a 'block' link to user profile next to 'ban' and 'warn'. Once that is clicked open up the block user page where the moderator can fill in which limitations to apply.
