Not a bug Error when starting

Hey I had bought XenForo a while back on a old account and when I start up my XenForo this happens http://prntscr.com/cgh18l What can I do is there something else I need to download and do it or add ?

How do i find the Permissions and set them up I am new to this stuff my developer usually walks me through it but he is on vacation, so how would I set these up ?

Also when I go to the file where it shows data this shows up but on the install thing it says there is 2 files 1 data and 1 internal_data but the Internal_data is not there

I installed the Upgrade only and I am used to doing this stuff but XenForo for me is complicated.
