XF 2.2 Error "Headlines are in a wrong order or missing a hierarchy"

Is there a reason why the word "Search" is a headline (<h3>), bearing in mind that h1 & h2 is not there yet?
Can I modify it, replacing <h3> say for <strong>? If yes, then where?

Solution
I asked for reply: "template - PAGE_CONTAINER. change
<h3 class="menu-header">{{ phrase('search') }}</h3>
for
<span class="p-navgroup-linkText">{{ phrase('search') }}</span>

I didn't ask what you with Barry Schwartz think about SEO.
Google Says Heading Elements (Tags) Order Does Not Matter
Barry Schwartz, Search Engine Roundtable

Google's John Mueller was asked if putting an H5 before an H1 on a page would end up hurting the page from ranking well in Google. John said "nope" it won't end up hurting the page from ranking organically in Google Search.

John has said previously that the numbers themselves, H1 vs H6, etc, does not matter either. So it is not like this can hurt you but if you do structure your pages well, it can help Google better understand the page and site.
Also whether you use all of the tags or not doesn't matter for SEO. It's perfectly all right to have no H1 tags on a page at all.

And I told you why it doesn't matter. You have a habit of focusing on things that don't matter. But by all means carry on...
