From the looks of it, the option to enable email as a queue instead of immediately are in config.php,
enableMailQueue
The first place that I looked was "Email Options" in the admincp, then I looked under "Performance". Took me reading into the code to realize it is coming from config.
Unless there is a good reason for it, would you consider moving it into the options instead?
