How can I turn this off completely for all user groups so only 2FA is possible ?

ie move to inactive providers ?

There are no configurable options.

However, I don't understand this: "so only 2FA is possible".

These are the methods used to implement 2FA.

I dont want email confirmation to be possible - so they cannot verify by email once 2fa is set up
