You get a license and 1 year of support for the 140$.
This means that, after one year you will still be able to download the latest version of the year you had, but not recieve newer versions. Unless if you pay a 40$ renewal fee for another year of support.

In short: It is usable for an unlimited time period, but upgrades are as I explained above.
