I wouldn't imagine so, but not sure. One way to find out easy, try posting there and see if your allowed as a none license holder.

How else could you develop an add-on?

If you're working for someone with an active license they would need to associate your forum account with their license.

I can't find a button to create new add-on in the resources page.

I have a couple of licenses, not sure why I can't add to the resources.

Just wanted to add some template mods to share with the folks

All licensed customers can add resources.

I've made the same mistake as i started releasing my add-on here...
IMO it's still not optimal & userfriendly
