Create some group like "Trusted users" and give tham permission to post links.
Setup "Not Set (No)" for usergroup "Registered".
And after that setup user group promossion (/admin.php?user-group-promotions/add)
You can really fine-tune that user needs to do to get into the group "Trusted users"

But it is not so finely tuned , the conditions for placing links are constant.
