XF 2.1 Data versus Internal_Data folders

In my install, I have two attachments folders.

One is located at /data/attachments, the other is located at /internal_data/attachments.

Can someone explain the difference between the two?

data stores preview versions for image attachments, internal_data the actual attachment data, regardless of type.
