XF 2.1 data/attachments and internal_data/attachments

Is there a reason there are two separate directories for attachments in XenForo 2.1? How do I tell which of these are legacy files from XenForo 1.5 that are no longer needed and which ones are the converted files that are required?

Assuming that you you do not have orphaned attachments:
None are legacy files, both directories are required.

To explain the difference - the data directory is for avatars and thumbnails, the internal_data is for the original images, and is permission controlled (i.e. to prevent guests viewing attachments).
