XF 2.3 Custom field to allow user selection of toolbar position or other CSS

I wasn't aware it's possible to give users control over CSS until:

You can add a custom user field checkbox and group it under preferences, and then enable or disable the line of css to move the bar to the top depending on whether or not they've enabled that preference!

Could someone please explain how I would go about doing this? for example specifically to have some CSS that would display the textbox toolbar either above or below the textbox based on user selection of a dropdown or radio buttons.

Not exactly what you want but the concept is the same:
Yes thanks I can now get it to work with a widget and with code in a template. But I'm just having a problem even finding how I move the toolbar to the bottom. I know toolbar can be moved via CSS when 2.4 is released, but can it be done at the moment with CSS? Or is it a template edit. But if so t I'm still stumped even finding where to do the template edit.
