As designed Cron Time Issue

See screenshots. Is this not suppose to run every Tuesday at midnight? If so, then why when I save it does it show the next run is June 10 (Monday) at 7:00PM? Screenshot of server time which is correct.

Maybe so... I figure the cron would use the servers date?
