Add-on Cron batch email

Is anyone working on a way to to send outbound email via cron and metered batches?

I need to limit email from my xenforo to my smtp server to < 100 per hour, another option might be 1 per minute.

Ideally transactional email should not be effected by the metering unless there is no other option. Perhaps the ability to pause the queve to allow transactional email might work.

If you can give me a quote perhaps we can work together on this.
