XF 2.3 Counting Resource Downloads?

I'm curious about how downloads for resources are counted. When a new version of a resource is uploaded, does the download count start over for the new version, or is it only unique downloads that are counted?

If I remember correctly, the overall download count is only for unique downloads. But, the version history page would show how many times each version had been downloaded. The overall download counter does not start over, but the history version starts from zero when a new update is released.
