XF 1.2 Conversation Creation to Certain Groups only

How do i make conversations to be allowed for only certain user groups.

I have member groups that i want only be able to contact the moderators, admins or elite members.

How can this be done?

There is a permission which governs the ability to start conversations.
There is no way of controlling who conversations can be started with though.
