XF 2.2 Communications "Notices" banner

I set up a "Notices" banner for very important notices, etc. The strange thing is that users can see the banner, but when I log in as Admin of my forum, it is not there.
I also have an alias user name that I use for my forum and I can log in as regular user and the notice is there, but logging off and back on as Admin, it goes away.

I have looked at as many settings as I can and can not find anything. I thought it was my browser 'popup settings" but I quickly dismissed this as me being able to see the notice as a regular user.

Any help would be greatly appreciated.

I think I found my problem. It is under preferences.

We also use the Notice each year for some donations drive. So, each year, I just activate the same one. I just figured out that if anyone "dismissed" --using the "X" on the banner, then if you use the same notice again, those users will never see it again.
You MUST create a NEW notice (it is ok to use the same wording and text).

Yes, you can create multiple notices with the same content.

However, just use the Reset option for the notice.
