MG 2.1 category_id and album_id

I'm trying to do some cleanup from a PhotoPlog to XenGallery to XF MG migration.

In the xf_mg_media_item table, when an item is in an album, should both the category_id and album_id fields have values?

I understand that when the media item is in a media category, the album_id=0

I have a large number of migrated files that just have the album_id set, with the category_id=0

When I create new media items in an album, both the category_id and album_id get set, so I think that the migration didn't set the category_id
