XF 1.3 Can't seem to allow signature edit

I apologize in advance for any stupid questions... just launched yesterday

My administrator user cannot seem to edit signature. says 'You do not have permission to view this page or perform this action.'

I believe I have all the appropriate settings checked in permissions. I even clicked the 'allow' button at the top of the permissions for that group and for the specific user to select them all. I'm at a loss now

Use the Analyze Permissions option.

I did that previously, analyze shows 'Yes' for everything as expected.
