Can't I extend XenForo_ViewRenderer_HtmlPublic ?

After trying for hours, I can not extend XenForo_ViewRenderer_HtmlPublic.

There is a code event (XenForo_CodeEvent::fire('notices_prepare') at a function, unfortunately I need to manipulate after the event takes place.

Could you just confirm if I can extend it or not? If I can not extend it, what is the next event I could listen to to manipulate data? Thank you so much.
