XF 2.3 Can't find Options Groups in ACP Development tab

I had a need, and decided to build an add-on, but I am not REALLY a developer in the practical sense. However I decided to use AI to help me, so if this is way off, that is probably why, but anyway, there was a step in the process where it had me build .xml for Options and Options Groups. However, when it got to the step where I was supposed to use these, I couldn't find Options or Options Groups in my admin panel.

Am I working off of incorrect documentation or am I missing something?

Nobody sane writes Add-on data (like XML for options) by hand.
