For example, if I make a forum website on computers and make a forum for each PC part. Is there an option to only show ads in for each part? Like in the PC Cases forum, can I show ads from a company that mainly sells computer cases, then in the PC Display forum, only show ads from a company that mainly sells computer displays? Thanks.

It depends on what type of ads you're running.
You can certainly use conditionals to specify that ads will only run in one or more specified nodes, or that they will only be displayed to certain member groups.
But if you're running ads from an ad network like AdSense, there's not much that you can do to determine which ads are shown. AdSense tries to display ads that are relevant to the content of specific pages but if they don't have a sufficient supply of demands for your cintact they will use other matching algorithms, like things the viewer has searched for. Bottom line is AdSense and their advertisers make the decision, not you.
