XF 2.1 Can you NOT create an admin on a fresh install intended to do a Vbulletin import?

This "Importing Guidelines" sticky says the best way to do a test import is to create NO content on the fresh XF install... no posts, users, etc. Don't you have to create an admin user, and if so, won't that user number conflict with the imported first/admin user of the vbulletin 3.8 system?

On the forum you create, there will be a user: admin
What I did so I did not have two was, I selected to merge same usernames. Knowing only admin and admin will merge. They successfully merged into mysql #1 with username admin.
