Can xenForo license be transferred immediately after reactivating it?

I'm looking into selling my xenForo license as I don't need it anymore. This license was bought back in Nov 24, 2012 and the support for it ended Aug 7, 2014.
Since the license can not be transferred if it is not active, can it be transferred immediately after it has been reactivated or is there some sort of a hold?

Yes, if it were purchased more than 90 120 (I'm sure it at least used to be 90) days ago and it hasn't been transferred before.

Yes, that license would be able to be transferred if support was renewed.
