XF 1.5 Can we disallow specific thread titles?

We get a lot of threads titles which contain:
"help" AND "need"
"help please"

In 99% of the cases the thread title is useless and gives no information about the thread. Is there a way to disallow members to use such titles? And optimally to give a notice that they need to fill in a proper title?

The specific words you don't allow can be changed to something else or removed.

If I understand it correctly this addon changes titles, but does not force users to change titles. Is this correct?
I need something that forces members to improve their titles.
