Can notices just appear in a specific thread ?

Is it possible to have the notice appear just above the editor ? (at the end of the thread) ?
and continues to appear until it is manually dismissed / agreed to ?
A forum I like migrated Xenforo (poor migration BTW) and they still do this type of title editing thing ..

It comes down to something like ... If you insult player / member X .. .you are going to be punished.
I think a warning just above the reply editor would work the best.
