Can a forum be tagged to multiple categories?

No, it's not possible.
Depends on the definition of "not possible" and what exactly @Simplilearn wants to achieve.

If he just wants to have a forum displayed in multiple categories this Add-on should do the trick:

Everything is possible with custom development and third party add-ons.

I can only respond in my capacity as a staff member and as to what is possible with the core code.
 
Just create a SF, name it the same, make the criteria the same, and you have a display of those results that link to the original.

Doable, but has disadvantages:
  1. Search Forums are not updated live
  2. Search Forums can only display 1000 threads at most. That might be too few depending on the usecase.
 
Thank you all, for your suggestions. Following is the structure that we want to achieve.

Example 1:
Consider, there are 2 categories,
1. AWS Cloud Architect
2. Azure Cloud Architect

Both the categories may have a common forum "cloud technical essentials" where we want the users to engage by creating threads.
Also, the users should be able to view all the threads belonging to the forum and only some users will have access to post on the forums.

PS: We want the threads and posts to be available in the forums

Please let us know if this can be achieved also if it is possible via REST API.
