XF 1.5 Bypassing # of bad logins

I have a new user who has never gotten past the screen shown after clicking on the confirmation link he was emailed. He is now being told he’s had too many bad logins and that he just wait.

I have manually added him to my Verified group in hopes of having him avoid further complications. Is there a way in the ACP I can change something so he can just login normally?
