XF 1.3 Board Inactive

For some reason, when I close the main board, the other user groups can still be on the forums when should only be limited to administrators only.

Do you know the problem?

They can still access the forum. They'll just see a forum closed message.

Yes, I know that is for regular users. But for some reason, my moderators and staff can still access the forums itself when I close down the board. They can actually see it I think.
