Simple suggestion...
It's not uncommon to have duplicate public navigation links in order to place relevant child links under all relevant parents. But eventually the admin UI becomes cumbersome with all of those duplicate nav items.
Instead, allow a single nav item to be the child of multiple parent links. Similar to how you can have a single widget appear in multiple locations.
