Is there a current, maintained auto-welcome add-on that both posts a thread and sends a PM to new users?

You can use the XenForo option:

Admin Control Panel -> Options -> New User Welcome -> Start welcome conversation on registration

Along with the Welcome Thread add-on to achieve what you want:
