XF 1.5 Auto Rejecting New Registrations with IP & Email matching on StopForumSpam

I want to reject new user registrations that have a matching email & IP address, but I've noticed that I will have users to moderate users that are
on StopForumSpam with matched I.P. & Email address. I have it set to reject registrations when there are 2 warnings, so why am I having to manually delete them from moderation?

Attached are my settings is something wrong? I have a stopforumspam API key and Project Honey Pot key entered, but it is hidden for the screenshot below.

Shouldn't these users have been rejected since that failed two tests? Any ideas @Brogan? Do I have a wrong setting?

I'd think that putting 2 there should reject them and not put them in moderation queue. Anything less than 3 (as in my example) would place them in the queue.
The issue is that frequently the name may be listed and it still be a valid user name - think of the name mike, tom, ****, harry, etc. All of them could be valid usernames but listed in one of the lists and would count as a point against. In that case you are then dependent upon just IP or email being listed before rejection.

On 1.5 I like using TPU: Detect Spam Registrations. Seems to do a decent job and a little more fine grained control.
