XF 2.2 Attempt to create an advertising in ACP caused error 403

There was the 403 error in the browser console when I clicked Save button. How do I fix it or have it fixed. My site is hosted VPS.

This comes up time and time again so a sticky thread is in order. If you encounter this error message and you are using a computer (rather than a mobile device), access the browser console (F12 if using Windows / Chrome). Select the Console tab and there should be an error message displayed...

I think that it's complaining about file core-compiled.js. Is this something I can do myself using CWP File Manager by changing its read/write/execute permission or I need to have the problem fixed by my VPS hosting provider (hostwinds.com) which is not cooperative and would't want to do anything until I threatened to change providers.
