As Forum Administrator I don't have the rights to edit anyone else's post after a certain time

As the forum owner, I need to have the right to edit or remove any post, or thread, no matter the age of the post or its authorship.

How do I remedy this current lack of such ability?

Check the permissions for the Admin Group and make sure that everything is set to Allow.
That's not really the way to set permissions.

Set the permissions for the Registered user group, of which all members should have it as their primary group.

Then set the permissions of secondary groups, only adjusting those permissions which are different; everything else can remain as Not Set (No).

As far as the original post is concerned, editing or deleting threads is a Moderator function and has nothing at all to do with being an Administrator.
