Are the templates managed in the DB or view files?

I am looking to potentially switch from vB to xenForo. Are the view (templates) files for this software stored in the database as with vB or in a view files?
 
That's not entirely true. You can use an IDE which doesn't rely on the native WebDAV implementation. Dreamweaver is nice for this task; and Eclipse has a WebDAV plugin for it (haven't used it though) as well.

You don't need a IDE with WebDav Support.
You can also just "mount" it as a drive.
