XF 2.1 Approval Queue & Moderator Bar -- Why some cannot see it?

So I may be being a little extra in how I am setting up my community. I wanted to break moderators down to particular parts of the community, for example: Media Moderators, Forum Moderators and Community Moderators.

Forum Mods only have 'powers' to control their particular forum. Community moderators oversee the entire community such as blogs, articles, all forum oversight - above that of independent forum mods and Media moderators are responsible for approving, managing and controlling content in XFMG.

However, I am noticing that a user with the media moderator permission does not see the approval queue bar at the top of their screen and only see's media they can approve when actually looking in Media.

Is there a way to allow these independent moderators to see approval queues and such that is only pertaining to their distinct roles.. IN the moderator bar?

You have to actually add them as
Staff > moderators, not just give them those various mod permissions

(In ACP > Groups & Permissions > Staff > Moderators)
