XF 1.3 Applying a name color based on a higher rank

I have two groups assigned to a member, but cannot display the correct user color on the member.

Rank 1:

Rank 2:

Rank 1 has a blue styling to the user's name and Rank 2 has a pink styling to the user's name. However, even though Rank 2 has a higher display styling their name is blue, not pink.

Example:

I am wanting the user's name to be pink.

If needed, here are my settings for User Banners:

Am I doing something wrong or misunderstanding what Xenforo can do?

Ensure the member is in both user groups.
It works as I use it on my forum but be aware that rich username markup is not applied everywhere by default.

The user is in the default group "Member" along with the two secondary groups, "Creative Manager" and "PvP Survival Moderator." (http://i.imgur.com/NpCOsDq.png)
The "Creative Manager" has a priority of 0 and "PvP Survival Moderator" has a priority of 500.
The "Creative Manager" has a user name css color of "#48C7EA" (blue) and "PvP Survival Moderator" has a user name css color of "#F900F9" (pink).

"PvP Survival Moderator" rank picture: http://i.imgur.com/Uy4Ubmf.png (Changed the user banner text to css too)

When viewing the user's profile, posts, and anywhere else their name is appearing blue. - http://www.mcbrawl.com/members/7938/
I switched to the Xenforo default theme and it is also doing the same.

I am wanting the name to appear #F900F9" (pink), as the style is higher.
