RM 1.2 Any known reasons why a member doesn't see a resource tab

I have a member who tells me he is logged in and his screen shot does show this, but he can't even see the resources tab. He has all the right permissions etc, but doesn't see it.

Are there any known reasons why this might be happening?

Are they on mobile?

No using desktop and explorer as their browser

Thanks for that hint, because I uncovered although in his profile the permissions were correct. The member group he belonged to the member permissions were set to not see the resources.

What are the permission hierarchies?
As in which overrides another one, profile permission, user group permissions, node and category permission?
