Hello Guys

Is there anyway of making a post an announcement, so it appears on all categories?

You'd use the Notice system for this. You can find that under Admin > Communication > Notices.

It's not exactly the same, but you can target where it goes, who it shows to, and have full control over the content that is displayed.
