[Andrew] Profanity Filter gives users the ability to turn off censored words for their account. By default censored words remains on but cannot be turned off under user preferences.

As long as you add users over a certain age to a particular user group

You first need to give permission to the user group to update the setting. Once users have the right permission then they can update the setting under account/preferences.
