XF 1.4 Allowing unregistered users ability to Report

Am I correct in thinking it is not possible to enable unregistered users the ability to Report?

There is a permission, but it doesn't work so I am assuming this is not possible.

It's a pity as we really could do with this option to give anyone the option to notify us of something dodgy, libellous etc It is a feature that we have in our current setup and over the years have had numerous occasions where someone has complained (legitimately) over posted content.

There are certain functions/permissions which aren't available for guests and this is one of them.

Note that the user group also applies to unconfirmed accounts, for which the permissions do apply.
