Allow xml files for resources

As well as zip files, I think xml files should also be allowed. Not every add-on actually needs additional files to be uploaded, some can simply work by utilising the Template Modification system, for example. I guess it'd be a little more convenient if xml files could be uploaded directly, saves a bit of time I guess.
